This non-motorized trail links public parking, recreation facilities, commercial and residential neighborhoods, and City services.

Environmental permits were submitted to and approved by multiple agencies including the City of Anacortes, the Army Corps of Engineers, and the Department of Fish & Wildlife. Permitting included SEPA, JARPA, Biological Evaluation, Shoreline Substantial Development, and HPA approval. The Project also required coordination and review by Swinomish Tribe.

The completed project included approximately 2 miles of trail to include the renovation of a train trestle across Fidalgo Bay and asphalt paths to include the crossing of a Native American midden site. This award-winning project included interpretive signing and landscaping.

The project was constructed over two separate construction seasons with two separate contractors. Phase I (asphalt path) was completed in 2005. Phase II (Fidalgo Bay crossing) was completed in 2006.
