Gray & Osborne completed the facility plan within a 5-month schedule to meet funding application deadlines. The existing facilities were over 30 years old and serve a community of approximately 5,100 people. The plan identified WWTF improvements needed to upgrade and repurpose the existing rotating biological contactor (RBC) facilities to address the 20-year planning needs of the WWTF.

The collection system was analyzed to address hydraulic bottlenecks and identified improvements to provide capacity for projected flows. After the facility plan was submitted and approved by the Department of Ecology, Gray & Osborne provided assistance with preparing and submitting a water quality funding application to Ecology. The Tribe received a funding offer including a 50 percent forgivable principal loan.
